For this, the university has sent guidelines related to the screening and shortlisting of candidates to the college principals. Hundreds of adhoc teachers of Delhi University are worried about this. He says that according to this guideline, SC, ST, OBC and disabled candidates will not be called for interview without PhD, while the UGC and the Ministry of Education have given exemption from PhD in the appointment of assistant professor.
Most of these adhoc teachers are adhoc teachers in English, Economics, Commerce and Science subjects. Adhoc teachers are engaged on the basis of MA, M.Com, MSc, NET, JRF. The teachers of Delhi University have now demanded from the UGC and the Vice Chancellor of Delhi University to call all the adhoc teachers at the time of interview for permanent appointments by implementing the circular dated 5th December 2019 of the Ministry of Education. Recently, the Ministry of Education and UGC had also given directions to the universities and colleges to fill the backlog posts of SC, ST, OBC. According to the new guidelines related to the appointment of permanent teachers, 30 candidates have been asked to be called for appointment on one post and those who meet the API score as per the UGC guidelines, their names will be uploaded on the website and the same candidates will be called for interview. .
Adhoc teachers of many colleges of Delhi University say that according to the guidelines sent by the university, 10 to 20 percent of the adhoc teachers who have been teaching in colleges for the last several years and who have passed MA, M.Com, MSc etc. NET, JRF, etc. After they are connected to the teaching they will be out of the system. Teachers’ organization Delhi Teachers Association has demanded to call all the eligible candidates for interview. Dr. Hansraj Suman, President, Delhi Teachers Association (DTA) has informed that to start the process of permanent appointment to about 850 posts in Delhi University departments and more than 5000 in colleges, as Assistant Professors in various departments and affiliated colleges of DU. Screening is going on to fill up the posts.
He has told that this screening was done on the basis of all the old advertisements, while those advertisements have expired. According to the guidelines sent by the university administration to the colleges, the API score has been fixed for calling the candidates for the post of Assistant Professor for the interview under the short listing criteria decided by the colleges. The candidates who have not yet appeared in the system and they are from MA, M.Com, MSc NET JRF and have studied in annual mode will not be eligible. It is worth mentioning that the Adhoc teachers had staged a sit-in at the Vice Chancellor’s office last year, when the Ministry of Education issued a circular on December 5, 2019, clearly mentioning that until the permanent appointment of Adhoc teachers is not done, they will not be fired. . Also, whenever there will be interviews on permanent posts, they will be given priority giving weightage in the interview. In such a situation, the university administration should not exclude adhoc teachers in the name of API score.
