University Grants Commission (UGC) Secretary Professor Rajnish Jain has issued a circular to the Vice Chancellors of Universities, Principals of Institutions and Colleges and issued important instructions regarding permanent appointments in Faculty (Faculties). While issuing this instruction, the UGC has asked to upload this portal on the monitoring portal of the activities of universities and colleges before December 31, 2021. Along with this, it will also have to be uploaded on the monitoring portal of UGC. The Delhi Teachers Association (DTA) has urged the UGC to seek increased posts under EWS before making permanent appointments in universities and colleges. Along with this, following the guidelines of the Ministry of Education dated August 24, there has been a demand to fill the shortfall and backlog of teachers of SC, ST and OBC quota.

In the context of the appointment of teachers in the Faculty of Universities and Colleges, the Secretary of the UGC on June 4, 2019, in the context of the letters sent for the appointment of faculty teachers, again adopting the UGC teacher appointment process for appointments in all Universities, Honorary Universities, Colleges. Guidelines have been issued. It states that faculty members are the pillars of the academic process and play a vital role in carrying out development programmes, focused curriculum, effective implementation of teaching and learning in academic institutions and evaluation processes.

In the circular sent by the UGC to the universities, it has been said that it is the teachers who create the right learning environment in the institutions and develop the students into a responsible member of the society. Most importantly, the quality of teachers contributes to the success of higher educational institutions. According to the UGC, the shortage of faculty teachers in higher educational institutions is a serious issue which should be resolved immediately by prioritizing the quality of higher education. It has been said in the circular that by taking appropriate steps regarding the appointment of faculty members (faculty teachers), they should ensure their appointment in their university and respective colleges at the earliest. It is worth noting that in Delhi University alone, as on April 1, 2021, about 846 posts of Assistant Professor, Associate Professor and Professor are vacant in various departments. Out of 1706 posts in these departments, 860 posts have been appointed, the rest are lying vacant.
