More than 1200 posts of teachers are vacant in the university…

Digital Desk, Ranchi. There is acute shortage of teachers in the government universities and colleges of Jharkhand. 40 to 50 per cent posts of teachers are lying vacant for years. The University Grants Commission has expressed deep concern over this. The commission has written a letter to the vice-chancellors of all universities and principals of colleges in this regard. Universities and colleges have been asked to fill vacant posts of teachers and upload the updated list of teachers on the UGC portal by December 31. Before this, on November 5, Governor Ramesh Bais, the chancellor of universities in Jharkhand, has also expressed deep concern over the vacant posts of teachers. He even said that he is surprised that how is it possible to study in the universities and colleges of the state with so few teachers?

In Jharkhand, for the last thirteen years, there has been no appointment on the regular posts of teachers in universities and colleges. After the formation of the state, only once in 2008, the Jharkhand Public Service Commission conducted the examination for the appointment of 745 lecturers to the posts. This examination was also embroiled in controversies and in the CBI investigation, the matter of irregularities in this examination was also proved. Since then, there has never been a regular reinstatement in universities, while teachers have been retiring year after year. The current situation is that about 1250 posts of teachers are vacant and the process of appointment on them has not started. According to the data for the year 2012-13, on an average, one teacher was available for every 48 students in higher educational institutions of Jharkhand. This ratio increased to 73 in 2018-19. Updated figures for 2021 are not reported, but it is estimated that Jharkhand now has one teacher for 85 to 90 students. As per all India statistics there is one teacher available for 29 students.

Talking about the Santhal Pargana Pargana division of Jharkhand, the number of students in 13 affiliated colleges here is about 60 thousand, while the number of teachers is only 271. If we calculate, only one teacher is available for about 220 students. According to Jharkhand’s 2018 data, 1,118 posts of assistant professors were vacant in universities. Today this number has reached close to 1200. According to the data of 2018 itself, 268 posts are vacant in Ranchi University, 155 in Vinoba Bhave University, 190 in Sido Kanhu University, 107 in Nilamber Pitambar University and 364 in Kolhan University and 75 in Dr. Shyama Prasad Mukherjee University. Of these, 552 posts are to be made direct and 556 backlog appointments. Backlog recruitments are increasing every year, but the process of recruitments by Jharkhand Public Service Commission is not progressing. Official sources say that the appointment process is hampered due to the reservation and the screw in the rules. However, in October and November, about three dozen teachers have been appointed on the basis of backlog.

Alam is that in many colleges and universities of Jharkhand, courses of many subjects are going on, but not a single teacher is available in them. For example, the psychology department of GLA College at Palamu continued to operate without a teacher for a long time. This department has got one teacher after backlog appointment. Similarly, there is not a single teacher in Political Science and Hindi department in Janata Shivratri College, while important departments like Mathematics and Physics in YSNM College, the only women’s college, are running without teachers.

Let us inform that the Governor cum Chancellor Ramesh Bais had called a meeting on November 1 to review the status of the universities of the state. He told the Vice Chancellors of the universities that the university should send a requisition to the government in time to remove the problem of vacancies. The Governor had also asked the officials of the Government and the Chairman of the Jharkhand State Public Service Commission to take effective steps towards filling up the vacant posts.
